On first boot (Day-0 mode) before the initial configuration wizard is completed, the Catalyst 9800-40, 9800-80, and 9800-CL (virtual) web UI is accessible at https://<mgmt-ip>:9800 with webui/cisco. This credential is only valid during the Day-0 phase and becomes inactive once the setup wizard finishes and persistent configuration is saved.
